It´s fully waterproof, so you won´t have to worry about sudden downpours and securely attaches to Ortlieb´s Handlebar-Pack with its secure metal hooks. You´ll find it does come with adjustable hook-and-loop straps, in case you´re riding on a shorter route and don´t require Ortlieb´s Handlebar-Pack for carrying an overnight shelter and sleeping bag.
